You actually don't need a spacer to attach the Double RV Waste Valves # T80A to your current black water tank. Since you are measuring 3-1/2" for your outlet you have a hub. The 3" spigot end on this double waste valve has an outer diameter of 3-1/2" so it will fit perfectly in the hub of your current setup. In regards to the 3" measurement, that is actually the inner diameter of the pipe itself. If you measure past the hub fitting on your line you should see that it measures 3". view full answer...
For the Double RV Waste Valves - Sewer Wye - 3" Fixed Hub and 1-1/2" Rotating Hub # T38 the internal dimension of the black tank hub is 3.5" to allow for a 3" pipe to slide into it and the internal dimension of the gray water tank hub is 1-15/16" to allow for a 1-1/2" pipe to slide into. The bayonet end that has you would hook up a drain pipe to has a 3" inner diameter.
